I think the logistical extra costs are so high that they'd loose money with exotic things like this. They probably lost money with the two Johannesburg gigs in 1995 which were 1000s of miles away from all other stops - and they never came back again. And South Africa has 54 million inhabitants, not 300.000! They haven't even played Honolulu for 20 years probably because it's hard to make profit there considering the additional costs compared with "normal" continental shows. They haven't been to Anchorage - also a 400.000 city - etc.

My 2c why central part of Europe (Poland, Czechia, perhaps Adriatics) make sense for Stones to play in 2018 - logistics is quite simple, relatively high available income (in purchasing power parity) and huge demand help promoters sell tons of tickets there nowadays. Most of the shows sell out pretty fast at same/similar ticket prices as in Germany. Plus Stones didn't show up there since 2007.

I think this tour will be very similar to 1999 EU tour - 5 shows in UK + a couple in the biggest continental markets, i.e.: Germany, Spain, The Netherlands etc.
