They have announced 16 shows in 16 cities, with three more shows being announced in NY/NJ, Chicago and LA later.

The announcement didn’t say anything about Lucky Dips, does that info usually come after the initial announcement? Or are they just going to quietly put up the link during the general sale without saying anything about them?

By ‘local time’ do they mean the ‘time in the city you’re buying tickets for’ or does it mean ‘the time in the country you’re in when you buy the tickets’?

In the mail the presle time is 12 pm (noon) local time, on TM it's 9 am for Vancouver.

Never mind, mine are showing all the same time now, though says 10 AM and I'm in the central time zone. And some cities missing like Chicago. Vancouver and the first 3 cities.
