Full disclosure: I am a setlist whiner, I Think the Stones should give us 22 or 23 a night and more variety with the prices they charge.
That being said here are some total ripoff setlists and a few good ones from recent shows in the Boston mass area.
Joe Walsh: 13 songs when I saw him now averaging 11
Bad Company: average 14
Hall and Oates: average 14
Alice Cooper 22 to 24
Paul McCartney always gives you A lot, 39 the other night at Fenway park in Boston.

a few things.
-bad company isn't playing a show by themselves. they are playing about an hour and a half and joe walsh was opening and playing over an hour. you get almost 3 hours of music at that show from legends. also just 14 songs but bad company is busting out some deep cuts not just hits. they are playing "live for the music", "man needs woman", "crazy circles", "seagull", "see the sunlight", a few covers and lets not forget that they have a fill in lead guitarist for this tour. bad company for probably the last 5-6 years does short semi co headlining tours and only play about an hour and a half max.
-alice cooper is playing 22-24 songs but the show itself still runs close to 2 hours so not sure what the issue is here

If there is a new album to promote, the few rarer songs that have featured in recent set lists will be replaced by the new material, resulting in less diversity.

If you're expecting 24 songs stop dreaming, we'll be lucky to keep the 19 songs setlist, most probably down to 18 from now on just like most of the South American dates.

It's a nice thought jumpontopofmebaby, but the Stones don't possess the spontaneity as a live act for your hope to be realised.
Everything in the live shows is carefully choreographed, including Jagger's scripted 'jokes'. No bad thing, I feel they give the majority of attendees at their concerts exactly what they want.
The only real opportunity for spontaneity comes from Richards and Wood. Jagger can't control them onstage and they can provide diversity and surprises within the context of a current Stones show.
Just don't expect the Stones to finish 'Satisfaction' and then decide on impulse to play an extra few minutes (they probably couldn't even if they wanted to on account of curfews, site policies, insurance, etc.) and launch into a second encore.

Even in '78 the setlist was mainly about 17 or 18 songs...
