In the Uk, it's fairly old-fashioned slang that could mean a couple of things. Someone with sticky fingers is a thief/pickpocket, or, it may mean they're literally sticky for rather obvious sexual reasons. I would think it was unlikely the Stones were referring to having their fingers covered in treacle, as shown on the oddly appropriate Spanish cover from the Franco era.

Me & my sister in the 70ies believed or had heard, that "Sticky Fingers" were a reference to the Cannabis leaves... for obvious reasons ...
