I always treated it as an experiment in the studio that worked very well. I remember the times (early 80's) and I think it sounded fresh and Stonesy too. I think that German music, well the roots thereof, is close to the march, pomp music and waltz structure i.e. 2/4 and 3/4 respectively. The strong beat is the first one, so I guess they just transfer this 'sense' of strong beat to 4/4 as well, by starting to clap on the first beat and eventually this leads them to the third. I don't think it was fixed. The most songs proposed, as far as I can remember, were songs they've already rehearsed and played (Whip, Let it Bleed, Dead flowers, All down the line, Memory Motel..). She's a rainbow should then be the one that they knew they had to do some extra rehearsals if it came up as the first web choice. No big deal about the other ones.
