The problem with the Stones vaults is that a lot of material (and this counts counts for outtakes AND live recordings) is, at least in Jagger's perfectionist eyes, not releasable "as is" and therefore requires a lot of work to knock it into a releasable state. Agree that it's most certainly an audience recording. It's a good one that captures the atmosphere almost perfectly. Unlike a soundboard recording, it clearly reflects the sound of the PA speakers at the time. The music sounds somewhat distant, a soundboard would sound 'closer', with better defined instruments details - but probably less atmosphere...
