Allright,we always see polls and threads on lead singers. But who is the best singing guitar player(s). My basic criteria being,someone who handles most our all of the lead vocals for their group or band and also plays guitar full-time. So based on that,here are some of the ones I thougt of in terms of overall playing and singing talent combined:

Eric Clapton
David Gilmour
Peter Frampton
Tom Petty
Bruce Springsteen(debatable,because he doesn't always play guitar).......

Also Chuck Berry, and I would also add Jim Croce since he fits your criteria and is very underrated- though he is not as mainstream as other artists mentioned here.

I think you should limit it to lead guitar/lead singers. Tom Petty and Jim Croce play rythm like Bob Dylan and a thousand others. I'll nominate Jerry Garcia and Dickie Betts.
