I have no special "insider" information, so I don't really know. Just looking at what markets they didn't hit in 2019/2021 that could be the lone PNW show.

i don't know thinking about it vancouver seems like the only option for the pnw since they had that planned already and had to cancel it
they played the us in 2012, 2013, 2015, 2016, 2019, and 2021 and only played the pnw once in that time
seems like my area is not at the top of there priority list

Maybe New Orleans and Jacksonville becomes Vancouver and Orlando and the rest stays the same in terms of cities covered (change Rose Bowl to 1 night at Sofi even having played there in 2021?)

The logistics of touring in Asia or Oceania are probably through the roof. Bruce Dickinson of Iron Maiden reportedly said that the revenue from few shows they had planned in Japan barely covered logistics of shipping their gear via air freight from Australia and then off to Europe.
And that was back in 2020 pre-Covid. Just imagine the costs now. The Stones would need a certain number of shows just to break even, let alone make money. And with the limited # of shows per year since, what, 2012, it's just hard to see 3 continents in 2023.
My major takeaway from what BV said was North America and Europe ("probably" as regards Europe), the rest of the world was just "hopefully".
I think they will go where the money is, and North America is easy money for them. Unfortunately, it's not about whose turn it is or what's fair.

The altitude at Red Rocksx has proven problematical for many older performers. If they wanted to play a destination location venue, The Gorge would be easier on their health and holds more people.
I seriously doubt either of these scenarios will happen. If they want to play a large capacity football stadium in the PNW other than Seattle, and don’t want to hassle with the Canadian border as a Vancouver show would entail, Autzen Stadium in Eugene, Oregon would suit their needs.
Seattle was such a good show on their last visit, and has the wealthiest demographic in the region to tap, so it may make the most sense. I certainly wouldn’t have a problem if that was their choice.
