Don't forget that the majority of the Stones tickets have already been sold.
A surprisingly high number of casual fans don't even know about the possibility of a refund. Trust me, I run into them on the Stones' social almost daily.
(BTW, who's to say that the possible rescheduling announcement isn't going to be about 2022 anyway? Most big names are rescheduling to 2022, not this year.)

Normally tour announcement is around 2 months before the first show.If they announce new shows the first show could take place around August 1st.

I think the 2021 hope is mainly driven by Jagger's comments that seemed to express a desire to perform in the US this year if possible.
