When I think of underrated songs, I think of tracks that are so good, that they were regarded as great tracks at the time of release and are regarded as classics by RS fans today, but were never released as singles, never appeared on compilations, and never became concert warhorses --- therfore, not known to the "general public". From 68-72, Stones output was so good, that the tracks that are well-known are all five-star classics (HTW, JJF, SFM, SFTD, Gimme Shelter, IYCAGWYW, Midnight Rambler, BS, Bitch, Wild Horses, Tumbling Dice, Happy, Rocks off/RTJ, etc.). I would take these 12 relatively "obscure" album tracks from that period, and put it up against any album by any artist.
No. 1 all time? My choice would be either Let it Loose or Stray Cat Blues.
