Unlikely. It's the poorest state in the nation.

Mississippi is largely a rural State that is bookended by two major metro areas (Memphis & New Orleans) having several venues capable of hosting a Stones show.
I honestly don't know of a venue in Mississippi that is capable of hosting a (major) touring act.
Lots of touring acts do visit Mississippi, especially now with all the casinos, but none the likes of the Stones, U2, etc.

there are four venues in Mississippi with capacities of 10-15,000 - in Biloxi, Jackson, Southaven and Tupelo.

Ole Miss most certainly has a football stadium in which they could play.
