Alex Lifeson - Rush
Rik Emmitt - Triumph
Jeff Healey
Kim Mitchell
Colin James

Not underrated necessarily but overlooked relative to their ability and output....

Buck Dharma
Cyril Jordan
Richard Lloyd
Shuggie Otis
Nils Lofgren

First 5 I thought of. But especially Buck.

Also:
Frank Marino - Mahogany Rush
Pat Travers

They sort of fall into the "whatever happened to category" and not necessarily underrated as both were fairly big in the '70's.
Although wiki says of Frank Marino: "Often compared to Jimi Hendrix, he is acknowledged as one of the best and most underrated guitarists of the 1970s".
As for Pat Travers, and again from wiki: "Kirk Hammett of Metallica has cited him as one of his favorite guitar players"

Wasn't really much of a fan of either to be honest (my older brother had the Mahogany Rush Live album), and Pat Travers' "Boom Boom (Out Go The Lights)" and "Snortin' Whiskey" were played all the time on radio stations in L.A. c.late '70's.

Forgot about Pat Travers! Great band, with Pat Thrall on guitar and the great Tommy Aldridge on drums before he joined Ozzy's Blizzard of Oz.
