It is his hair growing back after his medical treatment. After his first bout of cancer he said he refused chemo because he would lose his hair. The risk of getting Covid or Flu depends on how close you are to people for how long. Most people over 18 in the UK should be able to get the vaccine by May this year. Not guaranteed of course - many doses to be manufactured, shipped, and jabbed in our arms. I think the timing of a future tour (assuming the band remain healthy) depends on a CV-19 vaccine being available, and rolled-out widely. Without that there is the risk of a serious CV-19 flare-up anywhere in any country that is not totally isolated from the rest of the world. It could be in any city. Even in countries hit hard this year like Italy, only 15-20% of the population has immunity.

I'm pretty sure the Tour will not happen this year. The cancellation will only happen when each City says "no big gatherings in May, June and July". Otherwise the Stones carry all the cancellation cost. I feel sorry for all of us, but especially the rest of the band, crew etc. who get no salary this year!
