Pragmatically speaking, they should bloody finish their 40 tracks and leave the rest to somebody else - e.g us! If we choose what track goes on what album there's a good chance that out of four albums (10 tracks per album) we might get at least three albums most of us are somehow happy with ...

Can't help it, this Don Was statement on 40 unfinished songs strikingly reminds me of Mick's 40 demos.... If they are all absolutely great tunes the obvious solution would be to make them into three absolutely great albums, no?

I never dug too deep into his recordings with POTR (and they never toured in my area) so I hesitate to compare them myself (although I have no doubts that you're right). As long as there is another guitar, a bass, drums and two or so more folks doing background vocals - and Neil has the say - it possibly doesn't matter a lot who the actual players are. E.g. Cortez on the tour with Pearl

To me, Undercover is the lowest point they reached so far. But one man's gem is another man's train wreck. The way Neil talks about "Colorado", he is very proud of it and considers the album having turned out particularly good. Memory serving, he didn't talk like that about e.g. the Monsanto Years. I'm quite excited to get to hear it!
