Frank Sinatra wasnt cool at all. He tried to commit suicide at least two or three times, he was friends with Richard Nixon, how cool is that. He suffered from manic depression and was a drunkard, all his coolness can be found in a bottle of Jack Daniels.

Jagger on other hand seems born with natural cockiness, superiority, an alpha male. Back in the days of '62, ;63 in interviews while Keith was still hiding behind him, and Brian was rambling on, Jagger was already cocksure of himself.
There is IMO no way Jagger could EVER do, have done what he does on stage without being ultra cool, and knowing he was.
IMO that is cool - knowing you are cool.
