Neither of them have stood the test of time. On the other hand, very few do. I'll go by what I thought when they were released: DW disappointed me more than STB because I had higher expectations on that one.
STB wasn't a hit but at that time I though it was okey. The Mick bashing hadn't started yet back in 1985...

I will take ANY Rolling Stones album over ANY Rolling Stones solo album. They will ALWAYS be the Greatest Rock n Roll Band! When they play together it is truly magical, and no artist or band compares to them!

It was Jagger’s solo debut and he obviously didn’t want to sound like the Stones – it was a fantastic success in that regard. And fans of Mick Jagger loved it. Besides, Hard Woman, Lonely At The Top, 1/2 A Loaf and Just Another Night, are as well crafted pop songs as anything on Dirty Work (an album which which fans of the Rolling Stones hated). So She’s The Boss wins.
