I'd hold Who's Next above Quadraphenia. An excellent period for both bands, actually music in general.
Who's Next is amazing, but compared to Let it Bleed, no way.

Let It Bleed is probably the "better" album. Gimme Shelter and You Can't Always Get What you Want are two of the greatest rock tracks in history, but then again, those first four cuts on Sticky Fingers might be my favorite four-song run ever, so I would go with Sticky Fingers.
The Let it Bleed/Sticky Fingers double album makes no sense to me. They were a completely different band by the time of Sticky Fingers, and the music is very different. Sticky Fingers is a lot closer to Exile - that would be a good triple album.
