Just some thoughts:
1. Jagger said that they would decide by Tuesday if they're doing a concert.
2. Jagger DID NOT say that they would tell the public on Tuesday of their decision (unless I missed something).
3. So........when they do surprise/small gigs in Toronto, WE LEARN ABOUT IT IN THE WEE HOURS OF THE DAY THE CONCERT IS HELD. IF WE'RE LUCKY, THEIR ROADIES START DROPPING HINTS THE DAY BEFORE THE CONCERT.
4. Bottom line - get prepared. Go to the venue and look for the usual stuff.....security people, large trucks, and then get ready for a long time in line.

I don't know where in England you are, but Easyjet from London to Paris on the 28th is 59 pounds. Seems reasonable to me!
