Because 1990 is the last year of the '80s decade, technically speaking. Same thing with London Calling of the Clash, it was released in 1980 but it couldn't figure in some kind of 80s top list as it was considered a 70's record.

I liked "Stealing My Heart" much better, great bridge great chorus. Don't Stop is good but very cliché, it's a paint by number kinda song, you know exactly that the bridge is going to a minor key and so on. Still better than U2

If you know the Stones you should know the Crowes don't really sound much like them. Maybe their early looks, the way they tune their guitars, but similarities, beside some influence, end up much like here.
