olorin, try looking at the pattern of tours from 66 through 82:
the "usual" was a US tour every three years - 66, 69, 72, 75, 78, 81 -
and a European tour every three years as well - 67, 70, 73, 76 ... hiccup! ... 82.
a tour in 74 wouldn't have fit the pattern. the aberrancies are the 71 UK tour -
which was a "special occasion", because they were leaving England - and the lack of a 79 tour, which ...
well, maybe that was another "special occasion", to even things up. :E
and as someone's already noted, they did tour to promote IORR - in 75 -
and Keith was quite productively occupied in 74 (not with Pay Pack & Follow, though - that was 76/77)

This could be because there was a lot of uncertianty about the future of the band. They might not have made any plans to contiune the 78 tour the following year in Europe because Keith was awaiting sentencing in the fall of 78. If he was gunna be locked up that would be the end of the stones.
