It's from early 1989 when Mick & Keith (plus a tiny entourage) left the Steel Wheels sessions and went to Morocco to record (most of) 'Continental Drift' with the JouJouka musicians.
It's all filmed in an outstanding BBC documentary called 'World Music'. Well worth watching so that you can see the creative process at work.

I may have mentioned this before, but in Anthony Bourdain's last series on CNN (currently being repeated) he did a show on Tangier and he went to visit them at Joujouka--mentioning that Brian had been there to record them--and there are some scenes that are so like some of the scenes in this video that you'd swear they're the same guys sitting in the same place, etc. Later in the show Bourdain visits Christopher Gibbs, who also has big 60s Stones connections, of course, and now lives in Tangier.
