Staples is about 20,000. There are quite a few cities in the US with arena sized venues of a similar size, but few tend to be much more than that. the 02 was actually modelled on the Staples Centre.
I've seen the UC Centre in Chicago listed on IORR as seating 25,000 but the ticket sales for the shows there in 2006 doesnt indicate that. It can seat over 23,000 for pro wrestling though - [

the o2 can hold up to 23,000 - [
en.wikipedia.org] - but with the Stones shows being all seated and allowing for the reduced seating capacity due to having the b-stage configuration, its probably around 20-21,000.
