I never got the impression thaqt Keith is in any way interested/committed to getting publicity for a tour or whatever other Stones-related thing. So my guess it's just a remark out of deep and deep boredom, just trying to shock and see if they bite.
He got them, all right! Funny lad, that Richards. But seriously; Too many people here were seemingly surprised and morally indignated that he's taken drugs in the not so distant past... Oooo - how unexpected! ha ha.

I feel like Keith is on a sitcom. He's a loveable ragamuffin who gets into all sorts of trouble, but we can't help but love him at the end of the show.
It's like he deflowers the neighbor's daughter, and the daughter's father steps out on his front porch after learning the news and shakes his fist to the sky, saying: "RICHARDS!!!"
Then the camera does a quick close-up on Keith. He smiles, shrugs his shoulders, and then makes a Woody Woodpecker noise, and bounces off into the distance.
