They really wouldn't have a reliable way to control that anyway, since tickets can be resold.
So no restrictions, anyone can vote, just like the way it's always been.
To this day, it's only been performed 21 times according to setlist.fm.
And that's bonkers, isn't it? It 'works' live and is an incredibly popular song. At least, it has had a lot of exposure; Apple computers, etc.
Luckily I got Far Away Eyes at my first Stones show, Nashville 2015. And got Mercy, Mercy at my second, DC 2019. Looking for Sweet Black Angel in Atlanta (kidding).

I think Angie and Wild Horses have both been played recently.
