They sold the distribution to Google Music for US residents back in the day, hence you couldn't get it at The Rolling Stones Archive anymore.

From Norway it looks like FLACs and mp3s for these releases mostly are sold out, though.

Actually, almost everything from Archive was issued on physical media (CD, LP, DVD, Blueray) during past few years. It is easy to got those as DVD/Blueray+CD (or LP) combo from amazon or regular store. But downloads - I believe they are not available right now. That option is gone.

Exceptions for normal users (not hardcore fans)
- Toronto 2005 which is sold out as download and not available in any other format yet.
- Brussels 1973 (w/o video) which was issued as an expensive collector's box and also as bonus 2CD's for Japanese Marquee 1971 Deluxe by Ward Records.

For many countries, the Google Music/Play deal was never an issue. Yet the download-option from the Rolling Stones Archive is closed down.

However, the shop isn't closed down, and you can still buy some stuff there..

Maybe for the same game again: the next 5 'From the Vault'-releases as FLAC/MP3 first, then the DVD+2CD later on ....

"Terms and conditions for sale expired" does not sound like logical because the Rolling Stones Archive website looks like it is controlled by the Stones themselves.
