He grew it at a time when the Stones were laying low, out of the public eye (relatively speaking). So maybe, like many a guy, he went on vacation and decided not to shave for a while.

Grown as a disguise to avoid being served divorce papers and Mick was also not seen wearing his glasses and nose disguise and grew the beard mainly to save money, because the nose and glasses disguises cost more when they come with the extra beard and/or mustache.

Since the Toronto'77 incident Keef couldn't cross borders without being searched... So he asked Mick to grow a beard so he could hide his stash in it.
