He used to take signs from the crowd, yes. He actually picked a bunch of signs out and then decided which one(s) to play. Some of them might have been on the setlist already, of course...
(Example found on YouTube: a sign for "Red Headed Woman" in Melbourne)
Now, I made a request in person before my first show on the Magic tour in 2008. Met him at his hotel in Helsinki, got him to sign my CD cover, then asked "could you guys please do Youngstown tomorrow?" Bruce was like "That's a possibility, I've been thinking about that one lately".
Then on show day when the band left the hotel I stuck this tiny card that said "Youngstown, please" to his hand. He took it.
They ended up playing it - with the full band - for the first time on that tour.
That was magic.

"We hear and have every reason to believe that there will be changes to the pricing and ticket-buying experience when the next round of shows go on sale."
Unless laws are passed to make scalping illegal and/or technology is improved to prevent bots from buying tickets at light speed, prices cannot be changed. Everyone will still pay market value. It's only a question of who gets the market value, the artist or the scalper. Even if the system was somehow changed to place low-cost tickets directly into the hands of fans, fans will end up with tickets that can be sold at 2x or 3x face value, and fans will engage in scalping. The inescapable reality is supply and demand. And it's not Bruce's fault.

Non-transferable tickets with ID checks at the door sure would help. I remember they ID'ed me for Pearl Jam in Krakow. I think that was the first time ever for me.

The industry flirted with this in the past decade or so but kinda died out I think because it placed too much of a burden on venues some of which are still grappling with staffing issues post pandemic.

Nice to see Detroit Medley on the setlist. Sure didn't take long for COVID to rear it's ugly head on the tour. This is where having the huge band will come in handy. Pretty much all the instruments are doubled up except bass & drums. I'm pretty sure someone could play bass & the percussion guy could handle the drums if need be.
