No it's about Mick. Keef confirmed it in 1997.

Torn and Frayed seems to be very much about Keith (to me).

"Torn And Frayed"
Hey let him follow you down,
Way underground wind and he's bound.
Bound to follow you down,
Just a dead beat right off the street.
Bound to follow you down.
Well the ballrooms and smelly bordellos
And dressing rooms filled with parasites.
On stage the band has got problems,
They're a bag of nerves on first nights.
He ain't tied down to no home town,
Yeah, and he thought he was reckless.
You think he's bad, he thinks you're mad,
Yeah, and the guitar player gets restless.
And his coat is torn and frayed,
It's seen much better days.
Just as long as the guitar plays
Let it steal your heart away,
Let it steal your heart away.
Joe's got a cough, sounds kind a rough,
Yeah, and the codeine to fix it.
Doctor prescribes, drug store supplies,
Who's gonna help him to kick it?
Well his coat is torn and frayed,
It's seen much better days.
Just as long as the guitar plays
Let it steal your heart away,
Let it steal your heart away.

Yeah, I guess it can be interpreted that way.
I always thought it was about touring, or playing in a touring band...

Turning To Gold
if you look at the lyrics in the right lens, about where things started to go sour between those two.
"Soul Survivor" -- look at all the pirate imagery (pure Keith) and the classic line, "where you are, I won't be," which turned out to pretty much foreshadow their studio, songwriting and onstage relationship from 1978 to the present day. The song is Mick saying to Keith, I wish I never had brought you -- it's gonna be the death of me! You, and your pirate ways, are causing me a bunch of headaches and problems!
Rocks Off, Casino Boogie (grotesque music, million dollar sad), Torn & Frayed, even "Turd On The Run" (remember, junkies often get the runs), where he is literally trying to physically hang on to the person who is running away from him, to the point of ripping their clothes, and he "lost a lot of love over you.... The list goes on....
