what is the best app or program to use to create a matrix recording?

Not sure if I can give a satisfying answer in case you wanna try it yourself.
You need a lot of practice until you feel comfortable to do it.

Anyway, the most important software is Dart Pro.
With constant minor speed changes, I have to split the recording into micro parts
and sync them one by one. Parts, sometimes not longer than 20sec.
With Dart Pro I can SEE both recordings and if the recordings get out of sync.
To SEE it is important because you cannot really hear which recording is running to fast or too slow.
So this software helps me to trim the length of the files.
It's not that difficult once you found the proper software to work on it but you still need to practice a bit.

Hope this helps.

Isn't DART Pro a two track editor? Seems to be something more similar to Izotope RX, and designed for restoration of stereo files, not mixing separate sources.

Looks like you do a splice and align method, as opposed to time stretching? I found levels of time stretching to be much more accurate.

There is a small cut towards the end of "Satisfaction" in the DAC 120 source with a small part missing and another part duplicated before that, which makes the two sources run out of snyc temporarily (4:04–5:05).

I have corrected this by removing the duplicated part in the DAC 120 source, putting the individual elements in synch and then patching the small hole in the DAC 120 source by doubling the watchit source:
