Whooosh they are on fire here!!!!! This is my first time seeing all of this and the energy is incredible. A possible From The Vaults release if it was filmed properly and we are led to believe every gig is filmed.

Yes, this tour was planned off the cuff because of the cancellation of the Britain 98 shows. (Due to tax reasons)
They just came out and played.
I saw the shows in Toronto and Detroit in 99.
While The Wind Blows Over Toronto is a good bootleg from 99 tour.
