Have you bought a new External HD?
If that's the case, just plug in your new HD to the PC with a USB cable and then when it has installed (this is usually automatic) tell your PC to copy or move the files from your old HD to your new one.
How fast it is depends on the power of your computer and whether you have USB 3.0 or USB 2.0 - USB 3.0 is faster.

Sorry but your question is not clear.
You want to know how to transfer files from hard drive to hard drive doesn't make sense.
If the files are in hard drive why transfer them back to hard drive?
