How to convert video clip frame size

Does anybody know how to convert a video clip to screen size 960 x 720? It's not specifically to do with aspect ratio, but rather actual screen size. This larger size seems to be non-standard, not recognized by any DVD burning or conversion program that I can find.

A whole lot of official official music videos on the Stones' YouTube channel are in 960 x 720 when played in 720p quality, but all 18 that have the Tumbling Dice bit at the end aren't, and they result in ugly black margins either side of the screen when burned to DVD. It's these ones that I want to convert to 960 x 720. I've had no luck with, for example, VirtualDub. Does anybody have any other suggestions?

720 is Half HD, so maybe you even wanna create a blu ray.

but anyway, every DVD authoring software should convert the files into
standard DVD mpeg, which is 720*480 (NTSC) or 720*576 (PAL).
