PLEASE HELP - WAV converter 48.000 hz

Can ayone helnp me with info on a some software that can convert a wav 48.000 hz file. My wavepad softwarecan't do it for some reason.

Chris (coowouters) gave me this link a couple of weeks ago, it's does a lot of different conversions ............. [www.wavosaur.com]
Open Wavosaur,
In "tools" choose "Batch processor", then in pop-up choose Source and destination directories, then in "function" choose ....(whatever you need to convert to)...............hit start and wait until the program has finished converting. Open the destination folder and there are your new files......
