Charlie may have been overlooked because he's not flamboyant, quiet, doesn't make news headlines (individually) and perhaps the media finds him boring?
That shouldn't have anything to do with rating ones percussion abilities, but look at the source, VH1.
I always thought Ringo was 'underrated' as a drummer, lot of Ringo bashers in the world out there.

I like Ringo too. I like what he does on the song " A day In the Life". its really subtle and cool sounding.
