My 20 + years of collecting In-Person autograph from bands earn me the opinion that its fake. If it were real, a dealer would not be willing to let it go for that cheap.

What good is a COA? If a dude is going to fake the autographs, he's going to fake the COA, too.
Unless you get the autographs yourself, you will never know if they are fake or real.
