I don't think so.
They have a mixture of rules.
Rule 1 money.
Rule 2 new places.
Rule 3 fun and historic places.
Rule 1 mostly which means where many people live in USA i.e. Florida, East Coast, California, Chicago area, Boston and so on."

That's exactly the focal point of my observation. The Stones played to 30,000 people in Whichita that has 355,000 inhabitants (+ a number of students,i suppose- there is University in the city, isn't it?). They played to 80,000 people in Regina that has population 185,000. They played to 50,000 in Louisville that has 700,000 inhabitants. They attracted 21,000 people in Missoula that has estimated population 62,000 (+ students). These shows probably were profitable, otherwise the Stones wouldn't did them. So, there are Promoters, there is lust for seeing the Stones. So, why not more gigs in unusual or "virgin" places? And places like these can be found in various States, i guess.

I have to correct Gazza, North Dakota's largest city is Fargo, about 150,000 and the Stones played their 1999. Mick went bowling with his kids, true story.

you're right, its Fargo - I was thinking 'capital' instead of 'largest city'. Thanks for the correction

still, its 90,000 people (180,000 in metropilitan area) per wikipedia [en.wikipedia.org] so its still quite sparsely populated

By far the easiest ticket to get on the '99 tour!
