I think its pretty likeley that the water throwing started on the 72 tour because that was the first summer tour they did since they started doing "real concerts".

I got doused a couple of times.
Once in Chicago, in '72, after Midnight Rambler, Mick took a gallon jug of water and poured it over a few us in the front. It was so incredibly hot that night, those few sprinkles of cold water created an extreme sensation.
Again in '81, at an arena gig near Chicago, Mick emptied a whole bucket on me. I loved it.

In Paris 76 Mick throws water on the crowd a few times, then pours feathers on Keith LOL and puts the empty bucket on Woody's head during SFM. Then Mick pours a full bucket on himself, its great stuff!

At least Ozzy throws water on himself to basically rinse off his pants. His bladder is not so good these days and hides it by throwing water throughout his gigs.
