And yes looks like he's miming.
All I know is John Barry composed it and won a Grammy Award for Best Instrumental Composition in 1970.

"I'm not so sure that's John Barry playing. I'd bet real money that it's Toots. The music is the same as in the movie, and the harmonica solo is note for note as it was in the movie.
