In Scottish Gaelic the name is Ce, where the e has grave accent and is pronounced long and open, (as in French). (The C has a hard sound, like an English K).
So, properly pronounced, it's something like 'Kay' in English. I'm not sure if this is the same in Welsh. Anyone? But it's certainly an anglicised form of a native British name. (The Welsh and Cornish and the Bretons in France are the last of the native British Celts).
Perhaps there is a Breton name which is similar?
('Richards' is a Norman name.)
