Here's my three guesses:
1) The bucket is there for Jagger to throw it over the audience (don't know if he ever did that, though).
2) It's filled with water and used as an ashtray.
3) The real reason might be: If you are performing indoors (may it be in a theatre or any other venue) in Germany and you intend to smoke on stage there has to be a bucket full of water close by for security reasons. It's still the case today, it's a law.

Bucket...Mick was on a fresh milk kick around
that time and demanded a cow be kept back stage at all shows.....

Fun! Cheers serious note: It was the last gig Jagger threw water(that was what the bucket was for)
Last Ian Stewart gig
Last gig with Keith and Ronnie on background Voccals
Last time (and only time that tour) Mick on stage during Keiths set
+ they played Angie all in all i think it a historic gig

...and the last show with no backupsingers or keyboardplayers to ruin the choruses of Jumpin Jack Flash, Honky TOnk Women, Shattered, Let's Spend The Night TOgether...etc

They did that several times on the Licks tour, at the theatre shows.

Astoria for example had two Motown songs (Aint too proud to beg/Going To A Go Go) AND two Stax hits (Cant Turn you Loose/Thats How Strong My Love Is - although Otis' hit of THSMYLI is a cover, its not a Stax song originally)
