It would seem to me, as a political science major, that the fans who have never seen them before tend to pick older songs that they've unlikely seen performed before; but the die hard fans, (like myself) who have seen them do pretty much every song in their catalogue ("Star Star" twice for me), we prefer the NEWER material because it's so fresh and exciting!

OK, that's fair, but how would they know of 2 of the 4 songs without having or listening to a hits comp?
Most casual "Stones fans" have HOT ROCKS.
Obviously none of those songs are on HOT ROCKS.
Some of them may have REWIND, some may have JUMP BACK, and some may have FORTY LICKS (doubtful) - all of them have Fool To Cry on them.
Only two of those songs (She's A Rainbow and Fool To Cry) is on any of those comps (specifically FORTY LICKS) with exception to the UK version of REWIND (She's So Cold) - which essentially no one in the US has, especially when it comes to a song vote.
She's A Rainbow will win the vote.
