Look at the list of honorees the first few decades. The Kennedy Center was as un-rock 'n' roll as you could get. It was for worthy people, certainly, but not rock people. The Kennedy Center honoring rock stars is like the Rock Hall inducting rappers.

Finally, given their historical image as rebels, it may be best that they not be nominated for/accept this award, even if Mick was willing as he was willing to accept knighthood.

Thats why I think they've offered it to all of them and either Keith turned it down or they know not to ask because Keith would say no and they're not gonna put Mick in a lone. They don't really do that unless you're a solo artist. The Who, Zeppelin, U2 all went in together and it would be weird to just induct one or two of them if there are other living members. Paul is the only one I can think of who is more famous with his band but was given the honor, and even that is obvious cause he's Paul McCartney on his own.Quote

The Stones deserve it, and considering they've been chummy with the Clintons (among other various US politicians) surprised they haven't received the honour yet.
Or maybe they have been offered but turned it down, but hard to imagine Mick turning it down.
