Not Jagger's writing, not a "setlist for a show" (as stated in the thingo), not related to Sir Morgan's Cove, and not bloody likely. And even if it were all of the above, why would it be worth $5000??
The piece of paper is worthless, it's the certificate of "authenticity" that possesses all the value. It'll enable the (guillable) buyer to "buy in confidence".
2 5 10 years from the guillable buyer will brandish the certificate when it's time to sell it and find another sucker for this fraud.
This has been on ebay for a long time and the seller does have a good reputation. However, the setlist looks more like Keith's handwriting than Mick's. As mentioned before, it's unlikely from 1981 but more likely from the El Mocambo. Given these inaccuracies, the person this came from must not have been the original owner. In addition the setlist appears faded and would not display well.
