Question about Ticket Master Limits

If a show is listed as 4 Ticket Presale Limit and 8 Ticket general public limit and a person buys 4 tickets win RollingStone presale can they still purchase 8 in the general public sale or only 4?
Also There are really two presales going on AMEX and Rolling Stone Fan Club. If a show is listed as 4 ticket presale limit does that mean if you purchase 4 with the fan club you cannot purchase 4 with AMEX because you already have bought your limit?

Thanks that's what I thought. The funny thing is no one at ticket master could ge me a straight answer.
