But the thing is, there's photos of Mick taken in the spring of '69, just four months later, with hair down to his shoulders, the longest it's ever been, except maybe for '76. Could it have grown back that fast? Are we 100% sure it really is Mick in the video?

Are you saying the person in question is Bramwell?
Yes, it is. Thats him in the screen grab/footage posted above.
Maybe Mick did go in for a visit, if he was even in England at the time, but that's not him in the footage.
This is Tony Bramwell in June 1967 and then January 1969.
This is Mick Jagger on 6th March 1969.
