No, Back to Zero is pathetic. Big difference.
Saddest thing about that is that whoever made the video has sliced off half the intro.
No Expectations gets my vote.
We are not interested in "good sad", we are interested in "sad sad".
"Sad Day" might qualify, but it is a rather forgettable song. And I still have never been able to listen to it from start to finish.

No Use In Crying is their saddest to me, but not too many songs by the Stones make me really sad. Nothing they do can touch, for example, "No One is There" by Nico or "Will to Love" by Neil Young.
