Start Me Up - 2nd guitar sound

What's the effect on the 2nd guitar in Start Me Up? You can hear it clearly right after the "I can't compete" line but also in other places. Sounds like some sort of phaser and possibly some reverb to me, but maybe someone here knows exactly what it is.

Sounds like a slow bubbling phaser to me.
