in that Kris Needs biography Keith says even his kids thought it was about them. he confirms the view that it's about both Mick and Anita, but adds that it's mostly about himself.
(that's one of about three good bits in the book, so please don't mistake that for a recommendation)
I've read where Keith has said it is about both Mick and Anita. It is a really pretty song. One of Keith's best. I still love "The Worst" and think his vocals are the best on that track.
