Yeah, it's probably the first modern video. Did he make any videos for John W. Hardin or Nashville?

No but he appeared on The Johnny Cash Show to promote the latter:

one of my faves is an interview clip; in a 4 part longass series on utube.

dylan talking to martha quinn of mtv before his wembley performance 1984...about an idea he had for making a video for 'neighborhood bully'...(which he had given up on as it was too hard for him to translate his visual ideas to others and storyboard it correctly etc...he mentions he had something akin to fassbiner's films in mind.....)

dylan:
have you ever seen his movies...something of that nature....

martha: what kind of nature...?

dylan: it's hard to explain it's like somebody saying what's that song about-i mean you know that's what it's about; have you heard the song? yeh i've heard the song, what was it about; well have you heard it, yeh i've heard it, well that's what it's about, it's about that...you know what i mean?

Martha: but you referred to fassibinder as like a style...

(bob is now rocking back and forth rhytmically in his chair like a hyperactive kid short a dose of meds)...

dylan: for me he had about 3 different styles he had a style he started out with, than he had his middle style, than he had his gospel period and his blue period and then he went electric heh heh heh...
