torn & frayed lyrics meaning

In the first verse,
"Hey let him follow you down"
It seems that Jagger talks to keith? about a dead-beat
Who is the dead-beat ? Gram parson?

Is it:
hey let him follow you down way undergroung (without comma)
way underground would be "subway" ?
or:
hey let him follow you down,
way underground wind(s) and he's bound
or way underground, wind and he's bound...etc

Any ideas ?

Who knows -- they lyrics on Exile defy exegesis. New RHCP the new Exile -- PUH-LEASE!!
